This is a sub-section of one of the two mainstream local newspapers. Local rags have no problem trotting out gory pix or details of local crime or accidents.
The over-the-topness of this one though is that this guy was apparently a local chicken merchant and the headline is basically "this guys not gonna be selling any more chickens anytime soon!!!!!"
